If foreigners in any country commit serious crimes in that country, the minimum they should deal with is visa versa. This also applies to evangelicals or missionaries or humanitarian workers. If it's a serious crime to proselytize in a country, sensible law and order considerations demand that you be subject to serious punishment for your actions. For the government of such a country to do otherwise invites chaos. While we might prefer that the governments of such countries be overthrown, until they are, we can expect punishment or banishment for criminal acts as a proper government response.
