I made this word up in 1966 when I was a Lance-Corporal with The Boys' Brigade.
It is a combination of two commands: Right-wheeland About-turn.
It is, therefore, a command for Left-turn.

Squad! Atten-shun! By the left.... Quick march. Left, Right, Left, Right, Left, Right, Left, Rightwheeliebout.... Left, Right, Left, Right.... Squad Halt. Stand-at-ease.
